Does country matter when buying licenses?

We're located abroad and would prefer not to buy FortiGuard licenses locally. I doubt that there are any security concerns linked with this, but people higher up the chain believe differently so I wanted to explore the options.

There seem to be plenty of online sellers of Fortinet UTP/UTM and FortiCare available. Do all of these work the same, or is a specific device somehow locked to a specific country/region? Would this impact FortiCare services somehow?
