Does anyone know tell me how the matter of bandwidth limit the FortiGate?

For example, we have two links 4Mbps, ie the sum of 8Mbps, when we create a maximum bandwidth limit for a group of users 3Mbps this value applies to the sum of links, if the 8Mbits, or every link 4Mbps?
