Disabling Forticlient Web Filter

Good Morning,

I am having problems disabling the Forticlient Webfilter when the Forticlient is registered to the Fortigate.

The webfilter settings I have in place are not transferring to the client or just are not working. Webfilter is turned off under the Forticlient profile as well but the only way I can get blocked websites to work is if I unregister the Forticlient from the Fortigate and then disable the web filter. Any help on this for what to check next? Below is what I get when I am registered to the Fortigate.
