creating a webfilter policy in fortimanager and push to other switches

How do you create a webfilter policy in fortimanager and apply it to all switches. Ok, I know how to to make the policy on each individual switch , I just want to do if from fortimanager. Right now everthing is just monitoring and we are planning to start blocking.
