Configuring MPLS Mesh to failover to IPsec

Hi,

I need a help for configuring the MPLS (Mesh concept). we have 4 locations with Fortigate firewall in all the locations. 

we have one interface for MPLS and have configured a ipsec VPN as standby. 

As the MPLS interface was able to probe one ip address for Health check. the failover was getting initiated for a location through MPLS. but the other location the MPLS was working fine and IPsec was not initiated to those the VPN connectivity to the other location was getting failed.    

Now the scenario is if one location MPLS fails we make the VPN up manual. 

Any one have any solution for this issue.
