Configuration profile not applying to AP

I have Fortigate 600F (FW 7.2.10) which acts as wireless controller for FortiAP 231g.

I have configured configuration profile which changes Management VLAN ID for APs following this article.

I have applied configuration profile to FortiAP profile. However settings defined in configuration profile are not applying. I'm not sure why. Here is the setting from the configuration profile:
