configuration of the Fortimanager-VM is deleted after rebooting the server

we have a forrtiManager as a VM, we installed it in our network and after finished from it's configuration, then the server is rebooted after that and all the configuration on the fortiManager is deleted, we tried many time to restore our backup files but nothing restored,

any idea for this issue ?!
