Comparing webfilter and antivirus

I have already configured SSL Inspection and Web Filter and Antivirus on Fortigate in proxy mode. Then I tested Operation Verification using EICAR . link eicar.com(HTTP)was detected by Antivirus but eicar.com.txt(HTTP)was detected by Webfilter. Why was it detected by a different engine?

Hi, can we test Avira antivirus on this ? Does this detect HTTP Proxy ?
