client communication between two ssl connections

New to fortinet, I have two remote ssl users connected to a vpn tunnel. For various reasons, the two users need to be able to access each other's remote computers which are both on the same subnet (10.111.134.x/27). Is there a way to make this work? I've created access policies for communication between the two clients, disabled windows firewall locally on the computer, and still can not ping each other. 

Any thoughts?
