Cannot login to vdoms other than root from web-based manager of fortiexplorer

Trying to test vdom configuration while using fortiexplorer.  I am not able to login as an administrator that is assigned to a vdom other than root.   If I login using browser to a port assigned to the vdom all is well.  Is there some setting I need to change to be able to manage vdoms other than root through fortiexplorer?
