Can't use GUI to create/edit Traffic Shaping Policy

Newbie here and I can't seem to use the Traffic Shaping Policy GUI on Fortigate 30E (v5.6.2 build1486).  The Outgoing Interface text box just has "[]" in it and not a typical interface selection.

If I create the policy in CLI it shows up on the GUI but instead of the typical things in the text box like the interface name "wan' it has strings like this....

Outgoing Interface:   [{"q_origin_key":"wan","datasource":"system.interface","name":"wan"}]

Shared Shaper:         {"q_origin_key":"FTP","datasource":"firewall.shaper.traffic-shaper","name":"FTP"}
