Please do collect the SSL VPN debug and check if the matched portal has the web mode enabled.

 if still facing the issue do check the local logs in the FortiGate device and so update the sniffer output for one of the sample destination.

If the traffic is going to the fortigate check if the forti has access to internet and if needed do split tunnel and also split tunnel for DNS as maybe the Forti can't resolve the FQDN using the internal DNS.

execute ping / telnet and diagnose test application dnsproxy 6 www.google.com are useful if the security and routing are correct on the firewall for testing. For rooting issue also do debug flow Debugging the packet flow | FortiGate / FortiOS 7.6.3 | Fortinet Document Library
