Block specific URL but add exceptions

Hi,

So my goal is to block certain websites (i.e. Facebook.com) but create an exception for certain IP's or MAC addresses that will be able to bypass the URL filtering and still access facebook.com

I currently have facebook.com blocked using the Web Filter service, now i'm just trying to figure out how to create an exception.

Any help would be appreciated.
