Top user (Group) Users = ceo, cfo, Unlimited

Do not know what firmware you are running

OLD way:

Go to: Policy & Objects - IPv4 Policy - Create New: Make new policy above the main policy with shaper

NEW:

Go to: Policy & Objects - Traffic Shaping Policy and create the policy you want.
