Automatic Deployment of FGT Config with FortiManager - Register automatically

Dear All,

We would like to deploy a Fortigate Configuration without human Intervention and FortiCloud Services are not an Option. So we put a simple Config, specially the values in "config system central-management" on the Fortigate, add a Model Device in FMGR 6.4.6 and link it based on the Serial number of the real Device.

This require log in as admin, go to the "Security Fabric - Fabric Connector - FortiManager"  Page and Press the "OK-Button". Then the Device can be managed in Fortimanager. Before then the device is authorized but in an unknown state. Why? We dont know it. Does anybody know if this is intended behaviour and why? 

This prevents us effectivly from ZTP but the Step required seems to be cruical.
