Application Firewall causing extremely slow bandwidth

I am trying to figure out why when I turn on the Applicational Firewall, my internet speeds go down the drain. 

When the firewall is off we get 645 Mbps down / 766 Mbps up.

When the firewall is on we get 52.4 Mbps down / 77.3 Mbps up.
