Amber light on unused port

New to Forti's so may be a newb question, but when wiring up a switch with PoE Forit-AP's the amber light came on in the adjacent port rather than the port in use. Anyone know what causes this? I moved between two new switches and the behaviour was the same. See attached image.

Thoughts?
