Agentless ZTNA on Eval Fortigate

If you mean free available to everyone permanent evaluation license - then nope, it does not work as this kind of license disables strong encryption (excluding admin GUI access), and ZTNA requires strong encryption to work. 

You can ask your FOrtinet account manager (if you are already a FOrtinet client) for full evaluation license for 60 (90) days.
