after active ZTNA in FORTIPAMi have a messge error from gui access ,help me please

Access Denied

The page you requested has been blocked by PAM policy restriction.

Invalid ZTNA client certificate

ZTNA requires FortiClient with a valid EMS license.

Is the client registered in your EMS solution? Otherwise I don't think it will work.
