5.4.1 - Learning Report

Anyone know if it's possible to get this report to work with a regular policy rather than having to enable 'learning mode'? This report is really great at a glance, would probably be beneficial for all policies rather than be limited to learning mode only which automatically sets everything to 'monitor'.
