2FA not working anymore since upgrading

I have migrate my fortigate from 5.2.11 to 6.0.4 and the 2FA is not working anymore.

Before upgrade the users were compelled to use the fortitoken after entering their password

now they can connect to the vpn just after entering their password and the token became useless

does someone already seen that kind of problem?
