15000 signatures in fortiguard vs 13000 plus on device

Hi, does anyone knows why Fortiguard shows 15k+ intrusion prevention signatures in its database but updated fortigates show 13000?, does anyone knows if those are disabled or retired, and if that is the case, does anyone knows how to enable those?
