The FortiWeb configuration that causes the error:

1. The error is caused by the FortiWeb configuration variable 'Enable Single Admin User login'. The GUI console will not be working as the console access is considered as the separate login access apart from the admin GUI login. The shell(SSH) login will be working if there is none of the admin logs into the FortiWeb GUI or CLI console.
   
   
2. The settings can be found under System -> Admin -> Settings.
   
   

3. To enable or disable the settings in CLI, use the configuration below:

FortiWeb (global) # config system password-policy
FortiWeb (password-policy) # set single-admin-mode disable
FortiWeb (password-policy) # end
