Here is Step 6 from the Configuration/User's Guide:
Make sure that the Analyzer module is on - otherwise the performance metrics will not be available and discovery will fail.
Here is what those two Values should look like:
Prct Idle: 0 Prct Busy: 0
Please go through Step 6 on your EMC Clariion and turn on the Analyzer Module.
Additional Information
When running the naviseccli command, put the IP of the Storage Processor and not the Control Station.
