How, to do step 1: ​​​​​​Delete from ph_dashboard.?
Also how to make sure this process will not affect the operation of FortiSIEM?

take backup first then do any changes.

1st :
mysqldump -u root -p phoenix ph_dashboard > ph_dashboard_backup.sql

use phoenix;


Delete on that entry:!--scriptorstartfragment-->!--scriptorendfragment-->!--scriptorstartfragment-->!--scriptorendfragment-->!--scriptorstartfragment-->

delete from ph_dashboard
where name='Default Dashboard

last:
phxctl restart!--scriptorendfragment-->!--scriptorendfragment-->!--scriptorstartfragment-->
