From Topology, right-clicking on an interface and selecting Port Properties automatically marks the port as "Admin Off." This is applied to the port regardless if Cancel or OK is selected.
Consequently, Connected Status shows "Down" and devices using this interface or port are unable to get network access.
Affected interfaces:
VLAN interface
Switch port
Port Unassigned
Potentially IPSec and SSL VPN interfaces

Workaround:
If interface has already been set to Admin off:
1. Right-click on the affected port and select Port Properties
2. Click Admin Status On
3. Click OK
To prevent behavior:
If Port Properties must be accessed, regardless if changes were made, select Admin Status On and OK to exit window.
