Login to the FortiNAC from GUI and find under the Logs menu Audit Logs.
Example: root user created and modified another admin user:
All changes made in FortiNAC, are reflected in the logs, so what was changed, when the change was made, and who made the change.

Because the Audit logs provide accountability it is recommended to use a separate user for each admin.
This way every users changes can be tracked and monitored.
