Technical Note: Application Servers and Secondary Servers Do Not Respond to SNMP

Issue:  With SNMP enabled, Management Servers only receives SNMP information from active control servers and NCMs.

Solution:  This is expected behavior.  At this time, the SNMP agent is only enabled on active Control Servers or NCM.  Application Servers as well as Secondary Servers in a High Availability configuration will not respond to SNMP queries.
