'Import Policy' option is grayed out even after ADOM is locked.

FortiManager is unable to import policy when enabling workflow mode.
'Import Policy' option is grayed out even after ADOM is locked.
To make this option available to import the policy, a workflow session must be started before changes can be made.
After a workflow session is created, 'Import Policy' option becomes available.Related document:
