Solution

Make sure the corresponding protected domain is selected and the 'Show system policy' should be disabled.
The reason is in order to re-order the recipient policy, it need to be in the same domain. The Access Control Policy and IP Policy have to go through the following steps as it is not being categorized based on the protected domain.

Steps:

  1. Filter out the intended domain with the drop-down menu on the Domain option.
  2. Disable the Show system policy radio button.
  3. Select the corresponding recipient policy and right-click it.
  4. Select Move. A menu will appear with four choices: Down, Up, After, or Before.
  5. Select Up or Down, for example, to move it one position in that direction and repeat the movement until the new record is in the intended position. Alternatively, use the Before… or After… to move the policy.
  6. For example: select Before. A dialog box will appear. In the field, enter the policy ID that is required to move before or after.
  7. Select Move to re-order.

To reorder the 'System' level recipient policies, select the 'System' from the Domain drop-down options.
