Description
This article describes how the 'max scan size'message in antispam profile works.

'Max scan size' message is the maximum size of email messages, in bytes, that the FortiMail unit will scan for spam.
Messages bigger than the set size are not scanned for spam.

The message 'Max scan size' message in log appears when FortiMail detects that the email size is bigger than the set size.

The message 'Antispam profile (AntiSpam) max scan size: 600KB, email size: 2042KB' is indicating that the configured max scan size in antispam profile name 'AntiSpam' is 600KB.
In this example the email size is 2042KB, which is bigger than the set size.
This email will not be scanned by antispam.

Solution
1) Increase the size limit.
In Fortimail GUI,  go to AntiSpam and increase the max message size to scan.

Note:
600KB is the default setting.

2) Disable the size limit.
To disable the size limit, causing all messages to be scanned, regardless of size, enter 0.

Note:
Resource requirements for scanning messages increase with the size of the email message.
If the spam received tends not to be smaller than a certain size, consider limiting antispam scanning to messages under this size to improve performance.
