Solution

For some users that have names with apostrophe symbols for example <Bob o'neill>
Navigate under the Policy -> Recipient Policy -> Inbound -> Antispam Profile.

Edit the Impersonation profile under the Impersonation Analysis
Make sure that Regular Expression is used to display the name with an apostrophe symbol for Impersonation Analysis to work properly.
