This article provides the information on the Fortiguard server location and how it can be set for hardware unit and for VM.
Solution
The FortiGuard update-server-location default setting is different for hardware platforms and VMs.
On hardware platforms, the default setting for FortiGuard server location set to any.
On VMs, the default is set to USA.
On VMs, after upgrading from 5.6.3 or earlier to 5.6.4 or later (including 6.0.0 or later), update-server-location is set to USA.
If required, update-server-location can be set to use the nearest or low-latency FDS servers.
