Solution
Create snapshot by choosing FortiGate instance ID:
2 EBS snapshot are created. Record down the snapshot ID.
Create AMI from EBS Snapshot:
Go to: ELASTIC BLOCK STORE -> Snapshots ->Actions -> Create Image
Put the name for the AMI Image.
Go to: IMAGES -> AMIs
It will show the AMI created.
Then, set up the FortiGate by choosing 'Instance Type', fill in instance detail, security group, etc...
It will show the FortiGate created under instance.
