Solution
The FortiGate Rugged 90D model has a pair of bypass ports.
Unlike other FortiGate models such as the FortiGate 600C or FortiGate 800C, the bypass option cannot be toggled from CLI.
This is programmed in BIOS and hence not controlled by FortiOS. It is always enabled when FortiGate is powered OFF and disabled when powered ON.
