Go to Dashboard > Licenses (widget) > Virtual machine (click) > FortiGate VM License
1) Dashboard > Licenses (widget)
2) Virtual machine (click) > FortiGate VM License
3) VM license upload page
Alternatively, it can be accessed directly via the following link https://<management IP of the FortiGate>/ng/system/vm/license
