Technical Tip: Considerations for license usage during hardware model migration
Description
This article describes how to resolve an issue with an incorrect user and FortiClient workstation license counts observed after migrating a FortiAuthenticator appliance from 1000D to 300F.
Scope
FortiAuthenticator hardware appliance.
Solution
In this scenario, a FortiAuthenticator hardware appliance is migrated from model 1000D to model 300F, where the 1000D appliance had:
- Base license: 1500 users.
- Additional license: 1000 users.
- Total licensed users: 2500.
- FSSOMA license: 10000.
However, after importing a 10K FortiClient SSO Mobility Agent (FSSOMA) license from 1000D FortiAuthenticator, the user inventory incorrectly displays:
- User count: 1500
- FortiClient Workstation count: 1500
A screenshot is attached as an example of the incorrect license count where 1000 additional user licenses are completely missing:

Additionally, when the extra 1k license file is imported to FortiAuthenticator, FortiClient Workstation values show the default number, which is 5.

The FortiClient workstation count should match the licensed user count, as described in Troubleshooting Tip: FortiClient SSO Mobility Agent license count too low.
However, after hardware migration, the license files must be re-downloaded and re-applied for the new hardware model. Existing licenses inherited from the previous model may not be correctly synchronized, causing incorrect license counts.
In order to correct the license count, perform the following steps:
- Log in to support.fortinet.com.
- Download the following license files specifically for the FortiAuthenticator 300F:
- 10K FortiClient SSO Mobility Agent (FSSOMA) license
- 1K additional user license
- Log in to the FortiAuthenticator GUI.
- Navigate to:
System → Administration → Licensing - Import both newly downloaded license files.
- Reboot FortiAuthenticator.
After importing both licenses, the User Inventory should display a maximum of 2500 users and 2500 allowed FortiClient workstations.
