Solution
To resolve the issue of FortiAP-231K not connecting to FortiGate E series, follow these steps:
- Ensure FortiGate E Series is using v7.4.6 or higher.
- Ensure the FortiGate has the DHCP server enabled on the interface, as described in this document: Configuring the FortiGate interface to manage FortiAP units. Make sure also that the interface is enabled with Security Fabric Connection to allow CAPWAP traffic.
- Update the FortiAP-231K or FortiAP-23JK to v7.6.2 build 972 or v7.4.6, as these versions resolve the issue of the FortiAP not connecting to the FortiGate E-series.
If the issue is still present, disable CAPWAP offloading on the FortiGate and reconnect.

Note: FortiGate E-series models have limited FortiAP capacity (e.g., 80E supports 16 FortiAPs in tunnel mode / 32 total FortiAPs). Exceeding this shows fewer FortiAPs than expected.
