Solution

For VP ONLY, when using multiple WEP security profiles, key indexes can be the same.  ie, you can have two profiles with key index 1.  

For all other cases (VC Off and SBSSID), you must use separate key indexes for each WEP security profiles mapped to a VAP.

Explanation:

In non VP mode, there exist only one instance of key index struc.  However, in VP mode, a key index struc exist per station.
