This message appears in the FortiAnalyzer Event log (System Settings > Event Log) because the FortiAnalyzer is trying to contact the FortiGuard server in order to update the internal database of application icons which are used in logs and reports. It is an HTML traffic with lots of icons in one image, so the FortiAnalyzer will only download one file instead of hundreds. The CSS file will then pick out the icon it wants to display.
